Title: Consultant to Identify a New Member Association/Collaborative Partner in Egypt for the International Parenthood Federation

Background :

IPPF is a global healthcare provider and a leading advocate of sexual and reproductive health and rights (SRHR) for all. Led by a courageous and determined group of women, IPPF was founded in 1952 at the Third International Planned Parenthood Conference. Today, we are a movement of 150 Member Associations and Collaborative Partners with a presence in over 146 countries.

IPPF’s membership model ensures that we remain deeply rooted in communities while benefiting from a strong global network. At the heart of our mission is the provision of – and advocacy in support of – integrated healthcare to anyone who needs it regardless of race, gender, sex, income, and crucially no matter how remote.

Among IPPF regions, Arab world region ( AWR) covers 14 countries with a presence of 14 member associations and 2 collaborative partners. One of those countries is Egypt. Where IPPF used to have a full member  organization for many years. Today, IPPF is looking for a new national collaborative partner, ready to deliver sexual and reproductive services with respect to national regulations and laws besides IPPF regulations.

Objective
The International Planned Parenthood Federation Arab World Region (IPPF AWR) is seeking a consultant to identify and assess potential new member associations or collaborative partners in Egypt. The consultant will develop a structured process aligned with IPPF’s membership criteria to ensure transparency, objectivity, and effectiveness in partner selection. This process should minimize the risk of favoritism and provide clear indicators for evaluation.

Scope of Work
The consultant will:

1. Understand existing IPPF AWR procedures, policies, and documentation related to membership admission in order to ensure a good fit of new organizations to IPPF mission, vision and membership standards;
2. Conduct a landscape analysis of potential organizations in Egypt, assessing their alignment with IPPF AWR’s mission, values, and membership criteria;
3. Evaluate external best practices for partner selection and due diligence processes;
4. Engage key stakeholders and relevant local actors, to gather insights on potential candidates;
5. Develop a structured tool with clear criteria, indicators, and an objective scoring mechanism to assess potential new members/collaborative partners;
6. Assess the contextual and operational environment in Egypt, including legal, political, and financial aspects affecting SRHR organizations.

Expected Outcomes

1. A comprehensive mapping of potential organizations in Egypt that align with IPPF AWR’s mission and objectives.
2. A standardized tool for evaluating and shortlisting organizations based on IPPF AWR admission criteria, considering:
   • Human rights and SRHR landscape, including any restrictions or opposition.
   • Contextual factors such as humanitarian needs, internally displaced persons, and migration patterns.
   • Regional and geopolitical influences affecting SRHR progress.
   • Operational feasibility and legal framework for civil society organizations in Egypt.
   • Financial due diligence, including compliance with IPPF’s Financial Crime Policy.
3. A final report outlining findings, recommendations, and a proposed list of potential member associations or collaborative partners for IPPF AWR’s consideration.

Level of Effort
The consultancy is expected to be completed within 6 months starting the date of contract signature .

Skills and Experience Required

• Knowledge of Egypt’s legal, political, and SRHR landscape is desirable.
• Experience in governance, particularly in partner due diligence and selection in the voluntary/development sector.
• Knowledge of the Egyptian civil society sector, mainly SRHR
• Strong research, analytical, and evaluation skills.
• Excellent written communication and report-writing skills.
• Ability to work independently and meet deadlines.
• Familiarity with IPPF AWR’s membership structure and accreditation processes is an advantage. (valued asset)

Reporting and Deliverables
The consultant will report to IPPF AWR’s designated focal point in English. Deliverables will include:

• A methodology plan and work schedule.
• A draft assessment tool for IPPF AWR review.
• A final validated assessment tool.
• A final report with findings and recommendations.
